We need a much stronger flag policy with latest technology
I propose we get a 21st Century American flag policy where a number of new technologies are introduced and made a standard.

1. The material to make the flag is fireproof and is made with special seaming so that it is nearly impossible to cut or damage. Since the labor to make this material and assemble it is more expensive, the production would be done with our global partner China.

2. There would be a GPS (global positioning system) chip attached to the flag so that its location could be monitored by a government database system.

3. The owner of the flag would only be able to purchase the flag through the issuance of a new True American ID Card, which would also contain a GPS chip that would communicate with the GPS chip on the flag.

4. The flag would contain a small video monitoring device that would be able to be viewed on NSA monitoring services.

The combinations of using GPS technology, video monitoring and flameproof materials on each flag would really be a strong asset in the War On Terror. Each flag would be issued with an approved Homeland Security logo on the package.

:sarcasm:

2. Can I add #5?
5. Only Registered Republicans may purchase flags.

(Although this wouldn't be necessary since only republicans are rich enough to afford the flag you describe).

4. Good point...duly noted and added
Another possible policy would be that the person needs to flunk a basic World geography test in order to get in line for the new flag. Special points go towards never having actually travelled anywhere outside the US...
