Since it's "committed a felony" not "convicted of a felony" Bush qualifies. . .and, even if that were arguable, he certainly qualifies as "An evil person."

. . .the term felon, then "convicted felon" is actually a necessary qualification to refer to one who had committed, and been found guilty of, a felony.

The logic gets fouled when "innocent until proven guilty" is tossed into the mix. Unless the offender has confessed, you can't know that they committed the crime until they're convicted.

Since Bush openly and repeatedly admits his central crime, he has essentially convicted himself. As far as I'm concerned, his crimes are proven because they are self-evident.
