According to the Toronto Star newspaper, Steven Vikash Chand was a member of the Royal Regiment of Canada -- an infantry unit based in Toronto, and the second largest reserve regiment of the Canadian Forces.
Chand, a 25-year-old restaurant worker from Toronto, joined the reserves in June 2000 and served up until April 2004, according to military personnel records. But a military spokesperson said he wasn't a well-honed soldier.
Cmdr. Denise Laviolette described Chand as a reservist who completed few of the qualifications required for infantry soldiers and was absent for much of his time in uniform.
