Trying to connect some dots : printing money and going to war

Check out if you haven't, the Biden - Alito hearing at the excellent canofun site.

Biden asks "do you think the president can go to war with Syria or Iran tomorrow?".

Alito, who obviously is a stooge for the bush*co administration, instead of giving a straight answer, explains his beliefs on who has what war making power, and says congress can declare war and it "holds the purse".

Obviously, many wars are started without a formal declaration of war. So that power is clearly not a threshold to start a war.

Surely, holding the purse IS a real stick congress could throw in the war machine's wheels, I was thinking at that point.

Now factor in the hiding of the M3 (if I understood the implications correctly) and the rate of new money being printed which I saw on DU being estimated at billions per week.

That sounds to me like it could be like taking up all your deposits and taking out extra loans to pump up your cash flow.

Then I really wonder which branch has the authority over this printing. I'm guessing the executive.

Would they be able to appropriate these funds to a war without congressional oversight?

Of course this is just a speculative theory, and may rank up there in looney tunes land. If that's the case I don't mind anyone pointing out why at all.
