I could be wrong, and indictments could be sealed and Rove just won't make an announcement until they're opened. I think it unlikely, but still...

Mike Allen, in an exchange with Chris Matthews on 26 October, 2005, said this:

MA: Well, Chris, there's a lot of dead horses being beaten here. But there is a lot of activity happening that we're not seeing. What a likely scenario for what happened today is Patrick Fitzgerald got some indictments from this grand jury. He is now able to go ....

CM: Oh, you think they're sealed right now?

MA: It's very possible. What I'm told is typically in a case like this, he could get the indictments and now he can go to the targets and say, you can plead to these or I'll go back Friday and get more. You have 12-to-24 hours to think about it.

CM: I think you get a little Whitman's sampler of suggestions like you can plead to the process charge of obstruction or perjury. Or --

MA: Or I can add a bunch of counts. You can take a couple of counts, we can do a bunch more.

I think that spells it out clearly. I think that the original indictments are sealed, with the promise of more if they don't cop to them. Squeeze play ... aw damn ... now I have an earworm too! :rofl:

Perilously close to an infinite loop.

To the topic, Fitzgerald plays his cards extremely close to his chest for a reason. He probably picked up the habit while investigating the mob. It serves his goals well -- which are to get convictions, not score political points.

You don't show your cards until you absolutely have to. That way Cheney and Bush have no idea what else you have on them. Fitzgerald gave them some bait last Friday when he released Cheney's annotated copy of the Wilson article. That should have been enough to make Cheney sweat a little.

15. Fitzgerald wants evidence VERY high in the bush administration.
It's also why he has taken a limited indictment approach to Libby. Rove and Libby each have to prove they can give up someone higher in order to make more indictments not happen. Fitz is draining them over time - he didn't swing for the fences right out of the gate. The deals will be on Fitz's terms or not at all. :popcorn:

23. I don't think he "wants" anything.
At least I hope he doesn't. I hope he is simply going where the evidence points.

The question still is why does sealing an indictment against Rove encourage any more cooperation from him than making them public?

24. OK, let's assume this is true
Why didn't the dozens of sources that Leopold has confirming his story tell him it was sealed? Why, when it became clear that the 24 hour thing was a crock of manure, didn't he come out and say, "Sorry, it seems the indictments are sealed so there will be a delay" instead of the stellar response of, "Did I say 24 hours, I meant 24 BUSINESS hours. Yeah, BUSINESS hours, that's the ticket, BUSINESS hours"?
