1. since immigration is connected to "HOMELAND SECURITY"

he'll first give some blather about the importance of immigration and it's impact on our country

he also knows that this is a hot button issue (especially with his base) and how it's going to effect border security. This means he has to say something abour securing our borders -- this is where he'll mention September 11. 3-5 minutes into the speech
