So training... train who? The non-existent new recruits? Who's going to pay for this? I mean it sounds rather expensive to deploy troops, train recruits and expand the use of advance technology.

I mean it's word for word the line they used in Iraq. It's 3+ years later in Iraq and hows that Iraqi training and recruiting going?
