2. The key thing the press keeps dropping
is the "without a warrant" part.
Glad to see it in this poll.

The press would do everyone a service
if they also highlighted that searches
WITHOUT warrants are not only illegal..
they are un-Constitutional.

The correct answer: Any way it deems necessary, so long as it is limited, Constitutional, within the law, and subject to Congressional and Judicial oversight and review.

10. The "correct answer" you advocate...
...is implicit in the poll's phrase "without court approval." If our constitutional representative democracy were functioning properly, that is. Court approval subsumes Congressional input (in the form of their statutory authority to create and fund programs) and subsequent judicial oversight/review in the form of determining the constitutionality of enabling legislation and executive enforcement of that legislation.
