PHILADELPHIA - Sen. Rick Santorum planned to detail a proposal to create an independent commission to examine future progress in Iraq in a Thursday address to military cadets.
Santorum's press office said the No. 3 Senate Republican also would discuss his assessment of the war, and what should be done to establish a stable democracy in the Middle East, in a stop at the Valley Forge Military Academy and College.
Two two-term incumbent is trailing his likely Democratic opponent, state treasurer Bob Casey Jr., in his bid for re-election in November. Combined, the two are expected to raise $50 million, which would make it Pennsylvania's most expensive Senate race.
Last week, Santorum wrote a later to President Bush asking for a commission to be created.
More than 100 Pennsylvanians have died in Iraq. The state trails only Texas and California in the number of casualties.
