Are we surprised? I don't think so. We thought it all along, didn't we.

Weren't we told that domestic calls weren't being monitored?

What surprisees me is that Bush has even been told there might be a problem out here in Regular People Land. Knowing of this discontent might disturb his sleep. It could cause him to fall off his bike. Or he might miss that next big perch.
