FBI Looks Into Link Between CIA Agent, SD Defense Co.

The national scandal that began with Randy "Duke" Cunningham's bribery is once again pointing to San Diego. The number three man in the Central Intelligence Agency is stepping down. They are two buddies who graduated from a South Bay high school more than 30 years ago. Now, the Federal Bureau of Investigation is looking into whether this longstanding friendship included parties, prostitutes, and a questionable no-bid government contract. The two men were in Hilltop High School's class of 1972. "They were inseparable. They were connected at the hip," said former classmate "Jimmy." They were football players and student government leaders. "Jimmy" remembers the two boys raised in middle-class Chula Vista homes. "They were always up to something," said Jimmy.

After high school, they were up to a lot. Kyle "Dusty" Foggo, a security guard at Sears in Chula Vista, became third in command at the CIA. Brent Wilkes lived a millionaire's dream in Poway and ran a booming defense company. "They're doing the same thing they did in high school. They're just 30 years older," added Jimmy. Jimmy said Wilkes and Foggo always had wild parties, women, and fast cars. The FBI is now investigating whether the two Hilltop High grads used poker parties and prostitutes at the Watergate Hotel to get votes in Congress. The votes were on defense contracts for Wilkes' Poway company ADCS.

"I knew Brent a lot better than Dusty," said Wally Hartin. Hartin remembers when CIA agent Dusty Foggo visited Wilkes and recalls their conversations. "There was some big cocktail parties or some big fiestas or something like that," said Hartin. Hartin said the two talked about partying together in Central America where Foggo was a CIA agent during the Iran-Contra Scandal. Hartin added, "He told everybody about his deals in El Salvador. You'd walk into Mulvaney's here on Broadway in Chula Vista and that's what everyone was talking about, Dusty's secret missions." Was Wilkes involved? In 1991, Wilkes brought Iran-Contra front man Oliver North to San Diego for a book signing. Now, the FBI is looking specifically at how Wilkes received a CIA contract worth $2.4 million.

Did Foggo help his high school pal land the no-bid contract? Hartin said, "My only thought with Dusty is, if he's a straight arrow then why's he resigning now at 50 years old?" These guys could care less about their country. All they cared about was their pocket book and their image, and their women and their cars," added Jimmy. More news about ties between Wilkes and certain politicians is being heard daily. Friday night at 11, the 10News investigation turns to a state assemblyman with alleged links to Wilkes and his defense company.
