After all, the banner reads "Mission Accomplished", doesn't it?

Did they (blivet** and his crew) consider the "Mission Accomplished" because they were finally in control of the oil fields? Goodness knows, they hadn't found Saddam by then ... so what exactly had they accomplished by that date three years ago?
