The news is posted to a normal forum on the internet and is fetched and displayed at this page by a php-to-xml routine. You need no experience to post news this way, it's just like posting to a regular forum.

3. OK; I've added functionality

The following changes are done:
- 1 news article (latest) loads on frontpage
- 50 last news articles loads on News page
- Resources loads dynamically
- Action Alerts loads dynamically

Basically, you could make a whole site this way; by using a phpBB board, doing php-to-xml and reload xml-content into html news framework. It makes it easy for a group to update websites without any foreknowledge, as opposed to the traditional publishing systems which is optimized for single person (article/web owner) at the time to update websites, with registration routines of a much more strict rule.
By using the extended user and group system phpBB has, one might create a full organization web where user can just reg and begin to post. The interesting thing in this respect is that the web updated does not need to be on the same server as the board - it does not even have to be one web, one board can update many webs - and you need no ticklish information like db password or username stored on the remote webs, as the content is fetched the same way a RSS-reader would fetch it.
