In fact, Keith often picks dumb criminals and the like for his "Best Persons." It's kind of a catchall place for him to put "news of the weird" stories of which there is no video that would make them suitable for Oddball.

Edited to add: Sometimes he does put "best people" in there--such as people he wants to give a personal shout-out to (old friends and beloved teachers who are celebrating a birthday or have died, people in the news who do really good things). When he does, he always makes clear that he really DOES mean those are "best people."
