To amend the Help America Vote Act of 2002 to protect voting rights and to improve the administration of Federal elections, and for other purposes.


IN THE SENATE OF THE UNITED STATES

January 24, 2005
Mr. DODD (for himself, Ms. MIKULSKI, Ms. STABENOW, Mr. ROCKEFELLER, and Mr. SCHUMER) introduced the following bill; which was read twice and referred to the Committee on Rules and Administration

A BILL
To amend the Help America Vote Act of 2002 to protect voting rights and to improve the administration of Federal elections, and for other purposes.


Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE; TABLE OF CONTENTS.

(a) Short Title- This Act may be cited as the `Voting Opportunity and Technology Enhancement Rights Act of 2005'.

(b) Table of Contents- The table of contents of this Act is as follows:

Sec. 1. Short title; table of contents.

Sec. 2. Findings and purposes.

Sec. 3. National Federal write-in absentee ballot.

Sec. 4. Voter verified ballots.

Sec. 5. Requirements for counting provisional ballots.

Sec. 6. Minimum required voting systems and poll workers in polling places.

Sec. 7. Election day registration.

Sec. 8. Integrity of voter registration list.

Sec. 9. Early voting.

Sec. 10. Acceleration of study on election day as a public holiday.

Sec. 11. Improvements to voting systems.

Sec. 12. Voter registration.

Sec. 13. Establishing voter identification.

Sec. 14. Impartial administration of elections.

Sec. 15. Strengthening the election assistance commission.

Sec. 16. Authorization of appropriations.

Sec. 17. Effective date.

1. this does nothing to get rid of Diebold
It allows "electronic records," which of course are the problem with Diebold garbage to begin with. I think we need to nail that particular provision, and possibly express further concerns.

2. Sorry, the table of contents doesn't tell me enough about the bill.
Some of the sections sound good, but the devil is in the details.

Auditalbe trail is mandatory. Is it in there?

3. We need paper ballots and reciepts.
We also need receipts. Perhaps exit pollers could ask to see reciepts when surveying? I realize it is supposed to be a secret vote, but this may very well be the only privacy I am willing to sacrifice.

4. Dodd is anti paper, and the bill does not require VVPB
Chris Dodd is a traitor Dem, he joined with Republican Bob Ney in opposing Rush Holt's very good bill, former HR 2239.

Now Dodd has created a horrible bill that allows for "alternative verification systems" such as Vote Here makes.
These are like plugging a DVR to the touchscreen machine.

They make an additional record of the vote, but

Voters cannot verify digital records, because they can't view the source code and the programming and see what the computer is doing at the time of balloting.

The only transparent way a voter can verify a permanent record is to verify a paper ballot.

Without a computer completely would be far better, but that is another hurdle.

Dodd is a traitor, and should be removed for obstructing good legislation. He is no better than Zell Miller IMHO.
