what is the building? and what is causing the reflections?

2. It's in downtown Portland, OR

It's near the river -- I didn't have a chance to figure out what building it was.

The reflections are from another building.

I will be back there soon to identify it -- I was headed back to my car with the soon-to-expire parking sticker on it when I noticed it, so I didn't have much time.
