I heard it for the first time last night and it spooked me out. The spoken bits sound like John Kerry. Is it Kerry?

On edit: I found out it was really Bill Hicks, but the voice sounds like Kerry. I thought it was making fun of Kerry, but now I can like the song better knowing that it was just a good indictment of American capitalism.
