Dodd is saying that he wants to know why Syria hasn't had some serious attention paid to it in light of the fact that they have signalled they want to change course and engage in diplomacy. (This was said in their Dec trip, in which Dodd & KErry, in front of US Embassy personnel, had the Pres of Syria, Assad, say this.)
