What are the rules on the "secret hold?"

Comment on my GD-P thread:

    Has Kerry put a secret hold on the bill? Like Byrd did with the bill

    to allow an open database of where contracts go did?

    Words. Words.


Can a senator do that to a bill that's already on the floor?

1. I am not sure that they can put a hold at this point, secret or not.

But I dont see Kerry, Feingold or Leahy putting a secret hold. All of them are strong opponents of secret holds.
