Request for CSAR-X bids revised — again

The Air Force released the fifth and — officials hope — final amendment to the request for proposals for a new combat search and rescue helicopter on Nov. 15.

The competitors for the $15 billion CSAR-X contract — Boeing, Lockheed Martin and Sikorsky Aircraft — now have 53 days to respond to the revised RFP, according to an Air Force press release.

The CSAR-X program has been on hold since last November, when the Government Accountability Office upheld a protest to the Air Force’s selection of the Boeing CH-47 as the winner. After the GAO’s finding, the Air Force decided to allow all bidders to resubmit their proposals.

The Air Force’s performance requirements for the helicopter have not changed in the revised RFP, the release said, but the competitors may update any portion of their proposals.

“The Air Force will continue to evaluate the offerors’ updated proposals fairly and transparently,” the press release said.

The Air Force is expected to announce a decision by summer 2008. The contract will be for 141 aircraft to replace the current fleet of 101 HH-60G Pave Hawks.
