AF electronics unit faulted in scathing report

The Air Force likely wasted hundreds of thousands of dollars trying to improve wireless communications at bases worldwide, a scathing review by the Defense Department Auditor General found.

The audit, issued Jan. 22, faulted the Air Force Electronic Systems Command at Hanscom Air Force Base, Mass., for a wide range of mistakes, from paying for installed wireless systems before they were tested to allowing contractors to overcharge the Air Force for rental cars.

The audit singled out an unnamed contract manager for mishandling the program that involved several firms.

“She potentially limited competition, accepted supplies and services valued at $38.1 million that were not inspected for quality or quantity by a government representative, approved nearly $798,300 in potential overcharges for contractor travel costs, and did not ensure the task order was fully funded at award,” the Defense Department audit said.

Electronic Systems Center officials rejected the auditors’ recommendation that the contracting officer be suspended and investigated by an independent agency, the report said. The contracting officer kept her position but couldn’t approve new contracts unless supervisors agreed. The center also promised to examine contractor travel expenses and attempt to get the government’s money back if contractors were overpaid.
