Agreement on sharing bases in Guam almost done

The Navy and the Air Force have come up with a draft memorandum of agreement for how their bases on Guam will operate under the joint basing construct, and the vice chiefs of each service are expected to sign the agreement Oct. 31.

The agreement will merge Andersen Air Force Base and several Navy bases on Guam into Joint Region Marianas, named for the island chain othat includes Guam.

The joint region becomes fully operational in October 2009.

Details of the agreement are not yet available, but Col. John Cawthorne, Pacific Air Forces’ deputy director of installations and mission support, said the Air Force and Navy will share installation support and management responsibilities, with the Navy as the lead agency. A Navy admiral will command Joint Region Marianas, while officers from the respective services will continue to have operational command of their bases.

Cawthorne said the Navy and Air Force have been able to overcome the services’ different ways of doing business to come up with a workable agreement.
