Winter urges shipbuilders to modernize

True to form, Navy Secretary Donald Winter used his annual address at the Navy League’s Sea-Air-Space exposition in Washington to launch another appeal to shipbuilders to shape up.

The Navy and its industry partners “have to be prepared to operate in a less-favorable” funding environment, he told a lunchtime audience Thursday.

“We cannot expect to sustain” current levels of acquisition investment, he said.

“Significant improvements” are needed in acquisition processes, he added. “Business as usual will not get us there.”

The Navy has been doing its part, Winter said, touting the recently installed “two-pass, six-gate” review process that, he claimed, ensures senior-level engagement throughout the acquisition process. The effort, he said, seeks to allow better decision-making earlier in the design process.
