NCOs charged with conspiring to steal drugs

Three Army Rangers and a medic from Camp Frank D. Merrill in Dahlonega, Ga., were charged Jan. 25 with conspiring to possess with intent to distribute five or more kilograms of cocaine and for using firearms in connection with that conspiracy, according to a press release from the U.S. Attorney’s Office for the Northern District of Georgia.

The Rangers were identified as Carlos Lopez, 30, David Ray White, 28, and Randy Spivey, 32. The medic was identified as Stefan Andre Champagne, 28. Their ranks were not available late Jan. 25, but they were reported to all be noncommissioned officers.

Dahlonega is the site for mountain training during Ranger school.

Lopez, White and Champagne were arrested Jan. 24 in Sandy Springs by the Bureau of Alcohol, Tobacco, Firearms and Explosives Special Response Team. Spivey was arrested Jan. 25 at the Dahlonega training facility.

Lopez, White and Champagne were in court late Jan. 25. They will remain in custody until a bond hearing scheduled for Jan. 30. The charges against them carry a minimum mandatory sentence of 10 years in prison for the drug conspiracy and an additional five years for the weapons charge.
