Video Relay Service providers (telephone for the deaf) not being paid by FCC
I suspect that the held payments may be related to recent criminal charges filed against some providers of VRS. Here is a video of the FCC's position:

I can see how a service like this would be easy to exploit for profit. However, I would not want to punish everyone for what a few people have done (as Congress did with ACORN).
