1. I think the opposite is true.
If a horny tom approaches a female who is not in heat and tries to get busy with her, she'll tear his face off. She doesn't get mounted unless she's in heat. However, doing the deed is what causes her to ovulate. Kitty peckers have little spines on them that irritate the female's inner parts, stimulating ovulation. But unless the lady is willing, the tom isn't getting any.

2. Errrr, no. Let a female in heat already be mounted by a tom and she'll
almost immediately ovulate (and go out of heat). Female cats are induced ovulators. Various physical stimuli cause ovulation: a glass rod can be used to "perform" the act and make a female stop that damned caterwauling when she's in heat, but it's far better to just spay her at 4-6 months and be done with it.
