1. I know nothing about PS2 in this regard, but

the implication is that 1.) you don't use DHCP to assign an IP address to the gamebox, and 2.) you then assign it a fixed address from one of the designated local network address ranges.

Edit: it is also possible that what is meant here is getting a static IP assigned by your ISP, which would be assigned to your router, using the router admin functions; which costs money and which you would have to take up with the ISP.

2. If You Have A PC Connected To This Router,...

find out what its IP address is by going to a command prompt and running the "ipconfig" command. It will probably have an address of 192.168.x.100. Your router will will probably have an address of 192.168.x.1. Set you PS2 to use 192.168.x.110 or use DHCP. All of those settings should be made on the PS2, not the router. On the router you may need to open specific ports that the PS2 usees to talk to the internets. On many home routers, there is a built-in featuer that allows you to do that.
