This is a sort of hypothetical question. If someone puts up a right-wing propaganda website

that was either free or cost them very little, if they suddenly got thousands of hits, would they then start being charged more money due to the increased traffic on that site? If not, how exactly does all that work?

1. Depends on what hosting service it's on.

Most of the free/cheap plans are very limited as to the amount of traffic they'll allow. Highly unlikely they'd automatically increase the billing, more common is the webserver simply refusing to serve up their pages once they've exceeded their bandwidth allotment.
