What to do with an old, non-functioning monitor?
I think there are components that need to be taken out? I don't want it going to the landfill, but it's not even worth listing on freecycle.

Any ideas?

1. Is there a hazardous waste collection site near your home?
Your local government office might have something along those lines...?

2. Every summer our church as a huge 'garage sale'

I think this year, there must have been 25-30 old monitors. I'm not sure if anyone bought them, or what the church did to dispose of them after the garage sale.

3. they are hazardous waste (heavy metals, other stuff) as HypnoToad said
so if your area is doing recycling and disposal well they should have some kind of drop-off program. Call your city or county solid waste / recycling folks?
