i am not recognized as the administrator.. i cant access 'internet options' or change startup, i cant

i am not recognized as the administrator.. i cant access 'internet options' or change startup, i can...
check boxes.. so everything is starting up, the computer freezes, i have a list of errors.... mostly windows network sharing plug and play

if i play radio streaming from AAR it will freeze after a while.. any video will freeze it up.. it is an older computer HP Pavilion

but i need to get into internet options.. cant clean up anything

1. Can you log in as Administrator?
If so, do that, and give your account better permissions.

If you don't remember your administrator password, try booting into safe mode by pressing F8 as the system boots up. Then you should be able to get in and change user account settings.

2. i log in, done that.. didn't work, i click on tools and get..grey box, "this operation has been
canceled due to restrictions in effect on this computer, please contact your system administrator".. that is me

i have done the safe mode process..

3. Looks like a popular error
Are you sure you do not already have administrator privileges? I think the problem may be something else.

I Googled that error and found a lot of results, with at least a couple different solutions:

One said it may be Anti-spyware program blocking registry access. Try disabling anti-spyware temporarily.

evidently is to add more memory to the temporary file.. i did that in "Internet Options".. on my other computer

i also have to 'check' the boxes in start up to turn off all the unnecessary stuff,

5. Now I'm confused...
It's hard to tell what's going on without sitting in front of the PC.

I'm not sure what startup options there are to uncheck in IE, and when you say temporary file in IE, do you mean the size limit for temporary files? If you are using MSConfig for anything let me know. I use that usually just for diagnostic purposes.

Maybe you just need to make your PC run more efficiently be doing some cleanup, by removing some unneeded programs, defragging, deleting temporary files (CCleaner at ccleaner.com is good for that), and make sure your Startup folder in the start menu does not contain anything you don't use. Anyway, it sounds like you are making progress.

6. when i go to 'start up' thru ..msconfig... i cant put a 'X' in any of the boxes to turn them off..
they are all on...i cant change anything anywhere,

one thing i think would help is adding more memory in the temporary internet files.. to stream video, which locks up in seconds, radio stream lasts 10 or 15 min before it freezes up the computer and i have to unplug it.

8. i have never been able to find anything that looks like that.. where's it at,
not anything in my control panel user accounts, just simple icons for ..change password, change photo

9. Sorry, my mistake...
You would not have that window at home, it's only on domain networks. The window you were looking at should show you if you are an Administrator.

If you are, then it's hard to tell what's going on exactly. What about creating a new user account and using that one instead?
