1. I'd like to see the government play a role in it
because I think, ultimately, it benefits society when parents are not left on their own to work it out (a decision-making process that almost always results in a truncation or interruption in the female parent's working life) and eases things for employers as well. Employers who help make childcare more affordable are more likely to attract some good employees, but asking them to bear the cost alone seems unfair when ultimately the public as a whole benefits.

2. I think, a better question to ask is,
who benefits from decent, affordable childcare? then you have an answer to both of those questions.

No, I arbitrarily chose a different example of an expense associated with children because I was wondering how one item is singled out as "not affordable."

Typically, a financial problem involves:

a) a short-term "cash-flow" problem; enough money will be available, but it's not available now and it's needed now;

or

b) a regular problem of total expenses being too high compared to income.

Responsibility should start with the parents first and foremost.

Affordable? That would be reducing the cost either by paying daycare workers less or increasing the number of kids they care for.
