Del. posts lethal-injection procedures
Delaware officials for the first time have made public the policies and procedures for putting a convicted killer to death.

While the state Department of Correction had refused to release its execution "protocols" in the past, turning down a Freedom of Information Act request from The News Journal as recently as 2005, the department quietly posted the protocols on the Web last year, though not in an obvious place and without any announcement.

There is no direct link from the Department of Correction main page and it does not appear when the search function on the page is used. Instead, it can be found in a submenu under "DOC Policy Manual," in a link under the Chapter 2 heading called "Executions." The direct address is www.doc.delaware.gov/pdfs/policies/procedure2-7redact_2.pdf.

The document includes the sequence of events to be followed leading up to an execution and outlines clerical matters such as how to handle mail, visitation and phone privileges for the condemned, identified in the document as "ISDP" or "Inmate Sentenced to the Death Penalty."
