Has anyone here read the "Repeal of DADT Act of 2010"?

The Act merely directs the commission of a REVIEW. I just read it today.

(1) IN GENERAL- On March 2, 2010, the Secretary of Defense issued a memorandum directing the Comprehensive Review on the Implementation of a Repeal of 10 U.S.C. 654 (section 654 of title 10, United States Code).

Educate me if I'm wrong, but it's right there in black and white.

1. The review was a part of the certification process - the subsection (f)

only becomes effective (the actual repeal) once all of the prior items are completed and certifications sent to Congress from POTUS, SecDef and Chairman of Joint Chiefs.

2. What I don't understans is certification has to be sent to Congress.

What will the House do with it?

3. Nothing - it's a legal notification that all the steps in the law have been

completed and the law now takes effect.

I think that it's because the Congress is Constitutionally mandated to set the rules for the military
