Increasing prevention efforts is important but we mus continue to treat those who test positive. The end of the article sums it best. Those who receive free drugs may start sharing their drugs with those who do not receive free drugs. That makes the whole program worthless.

I was referring to where that opinion came from. I haven't seen any directive that states HIV spending, specifically, is going to be frozen.
