Plymouth Democratic Sen. Beth Reynolds said the final change should assure religious leaders that they may legally discriminate against same-sex marriage if it violates their beliefs.
"The changes augment, buttress and bolster the rights of religious freedom and they strike the appropriate balance between two values that the people of New Hampshire support, equal rights for all and the right to religious freedom,’’ Reynolds said

The Senate vote on the plan (HB 73) was 14-10 with all Democrats in support and all Republicans in opposition.
Senate Republican Leader Peter Bragdon protested that President Sylvia Larsen, D-Concord, kicked Bedford Republican Sen. Sheila Roberge off a negotiating committee because Roberge opposed the bill.

As an aside: Andy White won the special election in Lebanon yesterday, and has promised to be there today to vote for marriage equality. A previous attempt to add extra religious protections to the same-sex marriage bill failed the House by two votes. Governor Lynch has promised to veto the bill unless his religious protections are passed. He is expected to sign the bill later today if it passes the House.
