CONFIRMATION from The Advocate, just now:

Vermont Legislature Overrides Same-Sex Marriage Veto

In a tense and emotional session on the statehouse floor, the Vermont house voted, 100-49, at 11 a.m. on Tuesday to override Governor Jim Douglas' veto of same-sex marriage legislation. Following an earlier vote by the senate, 23-5, to override the veto, this means that same-sex marriage legislation may go forward to become law in Vermont. Vermont will become the first state to institute same-sex marriage legislatively.

The override passed the House 100 to 49, with the Senate's earlier override, it's a done deal.

Vermont has full marriage equality, and becomes the first state to do it legislatively, not via a court order.

this is by far the best explanation I've ever heard/seen. It's from a poster on Huffpost:

Inertia, mostly. He slipped by the electorate in the personality vacuum that was left when Howard Dean went national. A career politician who has never held a job outside of government, he has the gift of seeming innocuous. Most of his nefarious efforts have been directed toward deregulation of land-use. He's a great friend of Walmart and sprawl developers. Unfortunately, average folks don't seem to follow that stuff all that well; so his negatives don't get great mileage during election cycles. He just smiles innocuously, and spends the big bucks he gets from his friends to smear his rivals, who are already at a disadvantage in terms of name recognition. Because we have so many left-leaning voters, we also have a very active Progressive Party, as well as many independents. So far, it has not been possible to get together an effective coalition behind a single candidate to blow Douglas out of the water; but that day is coming. He wins primarily by default. People say, "I don't really know who to vote for among all the candidates and I can't think of any thing he's ever done (good or bad); so I think I'll stick with the guy I know." No kidding; that was pretty much the script last fall when I did phoning on behalf of Obama and we followed-up on voters' opinions about the governor's race. Pretty inexcusable, really, but I have a feeling it's not all that uncommon.

it's an almost impossible process and anyway, the majority of Vermonters support marriage equality. Sorry, you'll have to go rain someplace else. The sun is shining in Vermont today. (well, at least it's peaking out)
