Failing schools shuffle principals
Some schools rehire the same principals after getting federal School Improvement Grants which require them to replace principals, or the principals and half the teachers - and the schools improved BECAUSE OF WHAT THEY COULD PROVIDE WITH THE MONEY. Some districts used the grant money to pay principals more - because it was necessary to attract talent.

No mention of what happened to the teachers or even if the schools involved replaced them too.

Anything but do what actually WORKS.
