MADISON, Wis. (AP) — Wisconsin school superintendent Tony Evers plans to deliver his first State of Education speech on Thursday.

The speech comes at the same time Evers is working with Gov. Jim Doyle and other policy makers on trying to put Wisconsin in good position to qualify for federal education stimulus money.

Under the Race to the Top program, more than $4 billion is available to states that can meet certain criteria.

Wisconsin is one of only three states that would be disbarred from qualifying because it doesn't allow teachers to be evaluated based on how well students do on tests.

Talk about teaching to the test! This is a kick in the teeth to teachers. It's a moral killer in the making - who will get the most difficult and low testing students - it sure the hell won't be the principals pet or the school suck-ups.

5. That probably won't work
Since teachers come in all sizes, I don't think you can calculate how many it would take to cover a driveway, like you can with concrete.

7. your right - a teacher who is targetted could be assigned all the screw ups
this is like the rank and yank that corporations do - you pray you are put in a group of dummies so you can come out on top

Looks like they are willing to dismantle it to compete for federal grants. Yay, reform!
