It was made up by the right wingers.

According to the American College of Obstetricians and Gynecologists (ACOG) the proper term is "Intact dilation & Extraction".

Late term abortions are only done for compelling medical reasons, the health or life of the mother or if the child would be stillborn or die immediately after birth due to defects that are incompatible with life.
