Goodell said "we're all frustrated" with the lack of progress in labor negotiations between the league and the NFL Players Association.
The two sides' labor deal runs through the 2010 season. This is the final season in the agreement with a salary cap.
Kevin Mawae, the Tennessee Titans center who is the president of the players' union, told a Congressional subcommittee last month that the players are "fully anticipating" being locked out by the owners in 2011.
But first, next season will be played. People on both sides of the negotiations have said for months they believed that the sport was headed toward a season without a salary cap, and now Goodell is making the same concession publicly.
"It's looking virtually certain we'll get to that point," Goodell told the league's television channel, according to an account of the interview on the NFL's Web site.
