"The Poisoner's Handbook" by Deborah Blum
Most of the book is about the development of forensic techniques that allowed poisoners to be caught and convicted in Jazz Age New York. But a surprising section is about a secret US government policy of deliberately poisoning the illegal alcohol supply. The idea was to discourage people from violating Prohibition laws. Thousands of people were killed or blinded by this government policy. When the New York medical examiner figured out what was happening and objected loudly, Congress refused to change the policy.
