Precincts with only 21 votes in Cuyahoga, OH:218,981 less votes '00 to '04

My e-mail to the Cobb campaign and the Berkley group, hopefully it starts a chain reaction.

Hi Ms. Serpe,
I am forwarding spreadsheets that I have assembled from the canvass data on the Cuyahoga county website (data was cut, pasted and parsed from the Cuyahoga county website, please feel free to double check the data). Several huge discrepancies I point out are the huge drop in voters between 2000 and 2004 in Cuyahoga county which does not seem to be explained by people moving to surrounding counties. Also the fact that in over 25 precincts there were cases of 0 votes, 8 votes, 20 votes where in surrounding precincts there were upwards of 600-700 voters. Did the machines in these precincts malfunction? Were the precincts closed? Why did neighboring Clevelanders wait 3-6 hours in line??? As my spreadsheet shows all the precinct vote totals reconcile to the numbers submitted to the state on 11/8/04.

Also, for the sake of clarity, the reason some wards or cities had votes exceeding the registered voters was because the county added absentee votes to those totals to expediate the release of unofficial vote totals. However, as far as the canvass report shows, the precinct and absentee vote totals reconcile with the numbers submitted to the state. So let's get that issue off the table to avoid an attempt to confuse matters. But that said, it does not explain the huge voter drop off of voters from 2000 to 2004 and the precincts with 0 or less than 100 votes. This matter needs investigation. And a few calls to some of these precincts could blow the lid off the story. Maybe some of the precincts were just closed or other issues but there is 25 or more to look into. And guess what 25 times and average of 700 missing votes is? Over 17,000 votes. And who knows where the other 218,981 votes from 2000 went.

I found your report on the Ohio and Florida vote irregularities very interesting. However, your team left out the glaring fact that 218,981 fewer people voted in Cuyahoga county Ohio between 2000 and 2004. When looking at Cuyahoga's surrounding counties Lorain, Lake, Medina, Summit and Geauga the vote totals all increased in those counties by about 140,000 voters. However, on average, the voter turnout increased in those counties on average by 6% explaining many of those votes. So where did Cuyahoga's 218,981 votes go??

And what about the 25 or so precincts in Cuyahoga county that had 20, 30 or even zero voters, while surrounding precincts had hundreds of voters and 3-6 hour lines with people waiting to vote.

I attached my files where I have been looking close at the canvas data from the county.

1. gasperc, Do You Have Polling Place Data from 2000?
I did some work with the polling-level data for Cuyahoga County on this election. It would be interesting to compare at the lowest level possible.

that's how I have found the Cuyahoga website. The data is out there I'm sure of it. I'm hoping the Cobb campaign will be able to call some of those precincts in Ohio and see what really went on.

If your thinking to compare the 2000 and 2004 votes precinct by precinct that's an excellant idea. I'll try to private e-mail my excel files to you. This takes so much time but I'm driven by every death I hear or read about in Iraq.
I told a friend about what I had discovered and he felt that although he voted for Kerry, a vote scandal could be devastating for the economy and that Bush's re-election was probably for the better since the market doesn't like uncertainty. I respectfully disagreed and although I am in reality that a Kerry Presidency would be difficult with a Republican congress, the Bush administration's policies are so egregious and diasterous that change is necessary. And if Bush's re-election was obtained fraudulently then all the more reason that very corrupt and dangerous forces are at work operating solely under the principles of greed, gluttony and domination.

The data I cite is the raw data vote used in the data submitted to the state. 8 and only 8 votes were sent to Ohio state from precinct 19A.

89. I know there were 3 tables of 4 workers
asking if you were at the right table. I didn't notice letters on the tables until then thats when I looked for the "B" table, I assume the other 2 tables were "A" and "D" from what I found out this evening. all the tables were full of people waiting to vote ...this was at 6:35 AM.....GOD I hope this is real!!!

But from the vote totals on the canvass report it doesn't explain the long lines you were seeing. 563 people ALL DAY, over 14 hours that's only 40 people an hour!!! That won't create long line unless there was only one voting machine even still.

9. This is how the arguments get fuzzy...
They'll say people moved from the county and that Ohio recorded XXX more votes than in 2000. (I don't know the number.) This is why the stats game is so hard to prove.

Detail like this list you presented is essential to making a case.

11. you can get the entire canvass report
from the Cuyahoga county website. The Berkley group put together a great excel file with 1996, 2000, 2004 data that you can download. I have figured out to send attachments. And I'm a little leary to send my e-mail out even in a private message. I did e-mail my files to the Cobb campaign, the Ohio Dems, Josh Marshall to investigate further.

The reason I started this was to figure out the votes over registration issue. That was easy. But thankfully I didn't stop and probed deeper, precinct by precinct. And the 218,981 missing votes blew my mind. And the Berkley paper didn't even mention it. At least I pulled out a map to see if it was plausible that 218,981 people left Cuyahoga county. I don't think it happened. But get this the registered voter numbers were changed so that percent wise Cuyahoga county showed a turnout inceased. Fning sneaky or what!

The Berkley study has excel files you can download. The more people and time we can devote to this data the better. Be creative and original, compare various aspects of his, try different types of plots so that ideas pop out at you.
After I resolved the votes over registration question I kept pushing myself. Where did all these voters come from? Were they dormant Republicans like the media keeps trying to beat into my head? Are the Republicans abusing the fact that over 50million people DID NOT OR WOULD NOT VOTE!!! Never in presidential history did the incumbent and challenger increase their vote totals, always the voters switched from one side to another.

15. Is there any pattern with method of voting in the low number precincts?
Are they all optiscan,or punch card, or what? There was a thread somewhere that talked about weight of punchcards being different and the machine not reading them, also of optiscan machines not being calibrated to read the votes. It would be interesting to see if these precincts with very few votes have these problems.

So I looked up CLEVELAND 5P from 2k, and got this...

The Bush numbers are relatively close, 8 in 2004 to 3 in 2000, but the same can not be said for Gore to Kerry, 21 in 2004 to 334 in 2000?

Could this be because of population change or precinct boundaries changing?


Seems weird...

83. in the city, 37,000+ voted, however in Euclid 3-A precinct only 37 Kerry
On average, in the city of Euclid there were 300-400 votes for Kerry and 100-150 votes for Bush, per precinct.

Also, in precinct Euclid 3-A there were 8 votes Badnarick, that was 1/3 of his Euclid vote total!!!

PLEASE send me the spreadsheets and I'll get them to Ida Briggs team for verification, make sure that Lynne Serpe (who I've been working with) and people who can get to the top of the Kerry campaign (if what you're reporting pans out, which it should) with it. I'm up to my eyeballs in the top levels of the recount strategy and I want to move your findings FAST!!!!!!!

According to (unofficial?) census data, population in Cuyahoga County decreased 2.1% from April 1, 2000 to July 31, 2003. That's a loss of 30,090 people (2000: 1,393,845; 2003: 1,363,888). Haven't found more current data yet...

hmmm...in the biggest turnout in 30 years, 190,000 people from Cuyahoga county stayed home?? While the other 86 counties, interesting Franklin county is the other county with a big voter drop off, all saw huge voter increases!!!!
And people waited hours and hours in line in Cleveland!!!!!!!!!!

hmmm...and I was skeptical when a few of the precincts showed less than 50 registered voters but now I'm back on fire!!!!!!!

That website is known to contain lots of errors and inconsistencies. It was the source of the "93,000 extra" votes in Ohio. (That story has since been dropped).

My point is that the Cuyahoga County site is not current, not official, and not accurate. Use any data there with extreme caution and get a second source validation.

OK, the data in the start of this thread is simply wrong. Here is the Canvass report for 2000:

Total ballots cast for President = 574,777
(On page 3, near the bottom. You have to add up the totals for the different candidates),

Here is the Canvass report for 2004:

http://boe.cuyahogacounty.us/BOE/results/history/2004/EL52.txt

Total ballots cast for President = 652,381
(Search the page for "Kerry" to find the listings for President. Again, you have to total the numbers)

I have no idea where the "218,981" less votes cast in 2004 over 2000 came from. It clearly is not supported in the actual numbers.

I will re-examine all data sets to find what is correct

However, I have reviewed parts of the 2000 canvas report and hundreds of people voted in precincts were only 8, 21, or other abnormally low totals were recorded. Whether this was due precinct changes or otherwise is unclear? Something stinks and I am not wasting my time.

Go back and follow the instructions and see if you see anything else. God help you if this is how you file your tax returns.

I'm double checking my data,

I reconciled all the votes to what was submitted to the state which was my original goal.

However, the 2000 vote totals I cited from the Berkley study may be inaccurate. But I have still found substantial errors in precinct votes from 2000 to 2004 that may round up 15-20000 votes, which is a number I cited in my orginal letter. The 218,981 discrepancy was a question that just came up today.

52. My take on the Cuyohaga County site...
I have spent quite a bit of time looking at the Cuyahoga County website. In my opinion it is simply full of bugs and misleading numbers. It looks to me as if it was generated from a spreadsheet that has multiple formula errors.

I also spent a lot of time comparing the actual Canvass report (which appears to have been produced by a single application) to the website. The Cnavass report looks accurate and the numbers are consistent (and they match numbers posted in other sites including the Ohio SOS).

I think the "explanation" given by the Cuyahoga County official is probably incomplete at best. In any case, trust the actual Canvass report and NOT the very buggy website page.

I retabulated everything, that not my concern. Kerry got 433k+, Bush got 215k+.

Why were there only 8 votes in a precinct, 21 in another etc?

If the county totals are wrong from 2000 I'll correct it, however 15-20000 votes seem to be non-existent

And if you think I'm wasting my time, let me waste it. Let us waste re-counting Ohio, all its gonna show is that Bush won Ohio right??

These precincts have changed since 2000...

For example:

1231 BROOK PARK 3-A 0 0 0 0 0

Which has 0 votes.

Looking from at the Canvass from 2003 (http://boe.cuyahogacounty.us/boe/results/history/2003/110403_GE_Canvass.txt)

01 = REGISTERED VOTERS - TOTAL
01
1231 BROOK PARK 3-A 4

It only has 4 registered votes, and there for zero votes is not out of the question. In 2000 It had 390 votes casted, it seems like things have been shifted or population changed since 2000.

I think this answers the discrepency...

It could be like telephone exchange prefixes/area codes that are created in order to start a "new" precinct?? Just conecture though.

I am going to look at those precinct votes for other offices to see if they follow the presidential vote.

There were at least 3 sets (4each) punchcard booth areas to vote. From each table that had your letter you were assigned a group of punchcard booths for that table. There were at least 3 tables and 3 sets of booths and they were all full. Had to been more than 19 reg or 8 votes ...something ain"t right!!
