How can they proclaim a Bush win when people are still waiting to VOTE?

How can they proclaim a Bush win when people are still waiting to VOTE?
I posted this under the voter problem forum but thought I'd repost here (mods can delete one or both if you would like). I really would like input.

It is 9:30 pm here (Arizona). From what I understand there are people still in line voting in Tempe.

On AZ Central they have proclaimed Bush a winner:

Yet they are saying in another article

No major voting problems reported; for most, it was a waiting game

Yet if you read the article it actually speaks of problems where they felt voters had been denied a chance to vote. The only mention of polls still being open is well hidden in the text.

"Some polls were to remain open past 7 p.m. because of the long lines, the Maricopa County Recorders Office said Tuesday evening."

"No lawsuits were filed before the polls closed, but lines still snaked around many polling sites into the night."

This article speaks of how the amount of people voting has been unprecidented.

The article also mentions how understaffed the election boards were.

Election Boards at some polling sites were so overwhelmed and understaffed that volunteer monitors with the Election Coalition were being hired as official workers.

Oddly enough I have worked for the boards in previous elections. I signed up to work this election. The did not contact me. So I called them over a week ago and they brushed me off saying they'd "be in touch". Then I called them again yesterday. They told me someone would call me back. Someone did call me this morning finally. I told them I was still available if they needed help. He told me that they had plenty of workers and did not need me.

Comments? Updates? Suggestions? I think this is

because I really would like to hear some opinions.

I would like to add that I have talked to two different voters in Tempe. Tempe Dictrict 10 and Tempe School District 3. One was in line 5 hours and the other 3 1/2.

They both voted at approximatly 9:30 pm (local time). They both said there were others behind them waiting to vote.

Both are college students. They were voting near the ASU campus. These districts would have been large and the voters primarily students.

At 8:30 pm they called Arizona for *. How can that be? How can they determine the victor while people are still voting?????

2. If It was up to me
No announcement of results would have been made until it was confirmed that ALL polls have closed their doors and they had begun tabulating.
There may still be people voting in Ohio right now for goodness sake!!
