PLEASE TELL THE GOVERNOR:

Congrats to you, Governor Crist, on your PAPER BALLOT plan to reform Florida’s voting systems. Floridians are fed up with being a national laughingstock and the rest of the country is cheering Florida on to get this right. Now is the time for the LEGISLATURE to pass a CLEAN BILL in support of your plan – free from political baggage – and IMPLEMENT meaningful PAPER BALLOT voting system reform – fully effective for the 2008 Presidential election. Please don't allow your great PAPER BALLOT plan for Florida to be polluted with partisan politics.

I told him I hope that he was the beginning of a tidal wave of states to adopt paper ballots.

4. Just in: EAC calls special mtg on FLA HAVA expenditures
We also just got word that the EAC has called a special public meeting in DC (very unusual) to decide on whether Florida can use it's $93MM in HAVA funds to upgrade to paper ballot systems that would replace the failing DREs our state certified. More to come shortly on who at EAC and in Congress needs to hear from us. Feinstein for sure, probably others.

Financial analysis from the NC state government -- using data supplied by the State Board of Elections --

Section 7 -- Change in HAVA Fund Language. This section changes language of the statute
that created, pursuant to federal law, the fund into which is placed federal money
that the State received to implement the requirements of the Help America Vote Act
(HAVA). The change clarifies that the money in the fund may be used not only to
comply with HAVA but for purpose permitted by HAVA to comply with State law.
Section 7.1 -- County Grants. This section allows each county to receive a grant of up to
$12,000 per polling place and one-stop site (plus two backup units per county) from
the Election Fund for voting equipment that complies with the requirements of
HAVA and this act. It also allows each county to receive a grant for central
administrative software for tabulation. That grant would be equivalent to $1 per
voter in the 2004 presidential election, but would be no less than $10,000 and no
more than $100,000.
