"U.S. Voters Face Hurdles Overseas"
"WASHINGTON, Feb. 11 (UPI) -- One in five U.S. residents who sought to vote while overseas in the last midterm elections was unable to do so because of flaws in the system.

"About 20 percent of overseas voters saw their ballots arrive late, and some did not receive them at all, The International Herald-Tribune reported.

"The figure comes from a study conducted by the Overseas Vote Foundation, a non-profit that helps U.S. citizens abroad register and vote.

"The findings were based on 4,506 responses to an e-mail survey of 46,144 overseas civilian and military voters.

"Some reported facing "a persistent set of issues," including confusion over legal voting requirements that vary from state to state, and unfamiliarity with the absentee voting process.

"Also, many were unaware of procedures and deadlines.

"Younger voters and those voting overseas for the first time reported the highest number of difficulties, the newspaper reported.
