An email from Kathy Dopp. Has anyone seen this yet?
Hello Everyone,

Please sign this letter asking Congress to require routine actions to
verify election outcome integrity, and pointing out that 2% audits
won't do that, and that citizen oversight is needed.

Here is the letter which was just completed this a.m.

People may add themselves as signees or suggest minor changes to the
letter through Wednesday if they want me to hand deliver it in DC
during my upcoming trip to the East Coast, although we'll probably
continue to add signees after that for people who want to send the
letter themselves to their Senators and Representative.

It would be great to get signees from every state, so please forward
this to your friends and lists and ask them to sign it also. I'll be
updating the letter with new signees, and may sort the signees by
state.

Thank you. It is important to get real measures that will assure us
of accurate election outcomes because we all know that having paper
ballots that are never manually counted leaves our elections wide open
to vote fraud or outcome-altering machine errors.

Dear Honorable
In light of the increase in contested elections since 2000; the 18,000 missing votes in Sarasota FL in 2006i;
the introduction of new voting technology that many reputable scientists insist is flawedii; the
decertification by the U.S. Election Assistance Commission of Ciber Inc., the testing lab that certified a
majority of US voting machines;iii and the conviction of Ohio election officials Jacqueline Maiden and
Kathleen Dreamer for rigging the 2004 presidential recount;iv voters understandably want a full return of
citizen oversight over the integrity of elections.
Methods exist to verify the accuracy of election outcomes when citizens are allowed oversight over
sufficient manual counts of voter verifiable paper ballots. Such methods of doing manual tallies by a
separate and distinct group of auditors with independent oversightv include:
1) Manual counts of 100% of all vote counts,vi or
2) Manual counts of sufficient numbers of randomly selected vote counts
 as determined exactly using a program,vii or
 as looked up in a table,viii or
 as estimated by a formula,ix or
3) Manual counts of 10% of randomly sampled ballots of all vote counts.x
A variety of U.S. voting systems use different types of vote counts including:
 Precinct or polling location vote counts (counted by precinct op-scan machines, by hand
counting, or by DRE machines), or
 DRE machine vote counts, or
 Batches of ballots (counted by hand or by central count optical scan voting systems).
Any bill which requires a flat rate election audit has the following problem and should be amended to fix it.
4 out of 10 times a 2% flat rate audit would not detect even one corrupt vote count if there were just
enough corrupt vote counts to alter the outcome of an average-size US House racexi with a 5% margin
between leading candidates. A 2% flat rate audit would have only a 1 in 25 chance of detecting a corrupt
vote count if there were just enough corruption to alter the outcome of a race with a 1% margin and 100
vote counts. Flat rate audits would leave close U.S. House races open to vote fraud because closer races
require larger manual audits and some states do not require manual recounts, even when margins between
candidates are less than ½%.

3. Good catch. I'll email her about it.
She sent me an email after I signed on, to thank me and ask if I could drum up more signers. She "sounded" tired (can't imagine why), so it could have been a slip.
I'm good! Damn cold, though....brrrr.
