...The three-member Election Review Panel wants to determine what caused the problem -- the machines, the printing or some other glitch -- and has hired an outside company, Denver-based SysTest Labs, for the job.

As part of its contract, SysTest also is reviewing election security issues, as is another company hired by Cuyahoga County commissioners. The commission contracted with Election Science Institute to check the accuracy of the new touch-screen voting machines. The firm will manually compare votes from paper receipts in the voting machines to votes recorded on memory cards.

That fits a recommendation in a report released this week by a task force at New York University, which says electronic voting machines have flaws that are easily rectified but that few states and counties have fixed them...

CLEVELAND (AP) -- ...Representatives from Diebold are scheduled to appear before the three-member panel and answer questions about what may have gone wrong with their optical scan voting machines.

The primary marked Cuyahoga County's first attempt at electronic voting.

Results from Ohio's most populous county were delayed six days when roughly 18,000 absentee ballots had to be hand-counted and some election-day workers were insufficiently trained or absent.

The panel is scheduled to submit its final report to the county elections board on July 17.
