Voter registration and college web sites

Is anyone aware of a law (US or Illinois) requiring a college web site to link to voter registration information? I'm trying to google up some info on it but so far no luck.

1. Not aware of a web requirement but colleges must

"make a good faith effort to distribute mail voter registration forms to their students, and to make these forms widely available to students at their schools."

It sounds like the text of the 1998 Higher Education Act would include what schools must do to be in compliance. George Miller's office might be able to help you further.
