PA flunks Unilect Again - North Carolina still to use
Unilect Decertified in Pennsylvania - Fails Test AGAIN!

2 Main Problems with Unilect Patriot, according to Professor Michael Shamos who examined them for Pennsylvania twice:
*including failure to count votes that are "cast":
*central tabulator lacks security to prevent ballot tampering

Patriot fails second examination, new concerns rasied about the security and accuracy of the machine:
The state of Pennsylvania just released it's official report on the second Unilect re-examination. The exam was conducted on April 22, and Unilect's performance raised more concerns than even the first examination in February. The report only became available
via the SOS website May 8th, 2005.

05/07/2005 Report gives Patriot Voting System failing grade after UniLect Corp.'s Patriot touch-screen voting system is unreliable, and company officials have given unsatisfactory answers when questioned about problems in two re-examinations, Pennsylvania Secretary of State Pedro Cortes said in a report released Friday.

North Carolina's State Board of Elections General Counsel said: "UniLect is on our front burner," he said. "It is relevant to North Carolina, and it will certainly be considered by the North Carolina State Board of Elections if and when the issue of UniLect comes before it."

*Note - two North Carolina Counties, Burke and Carteret plan to use the Unilect machines in their municipal elections later this year.

NC Duke University Computer Scientist Justin Moore on the Burke County problem:
"A higher-than-average percentage of Burke voters also didn't vote for senator or governor and other statewide races.
Burke's provisional ballot voters, who used paper, had a much lower rate of skipping those races than voters
who used the machines."

"For all the races," Moore said, "the undervote among provisional voters was about half of what it
was on the machines."

Voter Turnout from the NC State Board of Elections website showed high undervotes for President, US Senator and Governor at many of the Burke County precincts, and also at several Carteret Precincts.
