WASHINGTON — Despite a clear-cut reelection and the prospect of lasting GOP dominance in Congress, President Bush prepares to start his second term with the lowest approval ratings of any just-elected sitting president in half a century, according to new surveys.

That distinction, which pollsters and analysts blame on public discontent over the war in Iraq, comes as Bush begins drafting two major speeches that could quickly recast his image: an inaugural address Jan. 20 and the State of the Union soon after. Bracketed between them is the Jan. 30 election in Iraq, another milestone that could affect public impressions of Bush.

His performance in those speeches and the outcome of the Iraqi vote could determine whether Bush regains the momentum from his Nov. 2 election victory in time to push through controversial initiatives such as revamping Social Security, rewriting the tax code, limiting lawsuits and trimming the budget deficit, analysts said.

A Gallup survey conducted for CNN and USA Today puts Bush's approval rating at 49% — close to his preelection numbers. That's 10 to 20 points lower than every elected sitting president at this stage since just after World War II, according to Gallup, which has been tabulating such data since Harry S. Truman won a full term in 1948.

Bush's Gallup rating echoed a survey published last week by ABC News and the Washington Post, which put his approval rating at 48%. That poll also found that 56% of Americans believed the Iraq war was not worth fighting. Time magazine also put Bush's overall approval at 49%.

"The question is, what happened to the honeymoon?" asked Frank Newport, editor of the Gallup survey.

WELL DUHHHH! It never got above 49%. Unless, miraculously for a few hours late NOVEMBER 2nd, millions of people changed their minds, only to change them back NOV 3rd.

How can the media be so stupid????????

went above 49%. So are you telling me that on election night, Bush scored in the top of the margin of error while Kerry in the lowest? Possible but really C'MON!

Or he could have gotten 1-2 pts higher statistically b/c of the MoE and then had the undecideds break big in his favor.

The undecideds DID break big in his favor... so I think that would follow.

Edit: and some polls did show Bush above 48%

The thing about a margin of error is that if Bush got 48% on a poll with a MoE of 3pts...then a 51% is just as likely as as a 45%... there is no statistical difference and there is no different probability of any number between 45-51 of being accurate.

And some of the polls had a MoE of more.. 4-5.5% was not uncommon.

21. What polls did Bush get above 49%? The Repug Rasmussen poll?
Give me a break! Also, it seems strange that the undecideds broke for Kerry up until late Nov 2nd. (This includes the swing states that had early polling!) How odd that undecided voters came out in droves a couple of hours before closing just to vote for Chimpy! HMMM! The long lines in Ohio in black communities and college areas sure didn't look like Chimpy voters to me.

But, hey, maybe Rove and Chimpy just prayed really hard and parted the waters, or turned water into wine. Yeh, miracles do happen! And some miracles, like Bush will find out, are going to send him and his buddies to prison and for that matter hell!

MSM doesn't even think to question these polls, but exit polls are questioned. Even when exit polls are more accurate.
